A well-documented Statewide program for information security is crucial in assuring the protection of the information entrusted to the Executive Branch.  The intent of this Strategic Plan is to identify the essential elements of the West Virginia Executive Branch Security Program and to outline the initiatives that encompass this program.

The West Virginia Office of Technology (WVOT) has developed Executive Branch security standards, policies, and procedures for use by Executive Branch agencies (and other entities who so choose, such as WV local governments, Higher Education, K-12, and other State government entities not under the Governor’s authority), as well as to provide best practices guidelines for all other State and local organizations. With these policies in hand, agencies, with the assistance of the WVOT, develop their own procedures as needed. In addition, supplemental documents covering topics that are not included in the umbrella documents, or those that treat the same matters more stringently, are acceptable.

West Virginia must maintain compliance with legal and regulatory requirements. Therefore, it is essential that the WVOT implement all practical measures to protect the State’s data and systems from compromise. Best practices must be adopted in order to safeguard all forms of information.

This enterprise approach to information security allows the State and its agencies to act in a coordinated and efficient manner. The WVOT has adopted the ISO 17799 Standard as the basis for defining information security objectives.
