In an effort to assist Vendors seeking to do business with the State of West Virginia, the West Virginia Office of Technology (WVOT) is providing the following links and information, which may be helpful in navigating different registrations and requirements.  PLEASE NOTE: the WVOT does not oversee any of these registrations, and questions should be directed to the appropriate agency.

wvOASIS Vendor Self-Service Portal

The Vendor Self-Service (VSS) Portal allows Vendors seeking to do business with the State of West Virginia to register and manage their organization’s wvOASIS account.  The portal allows Vendors to set up accounts, change account information, register for and respond to solicitation opportunities, pay annual fees, and other necessary tasks.  

West Virginia Purchasing Division


The West Virginia Purchasing Division oversees the procurement process for many State of West Virginia agencies.  As such, the Purchasing Division has created a Vendor Registration Unit that is available to assist Vendors.  The link also contains many helpful resources that can guide Vendors through the process of registering and answer many common questions.

West Virginia Secretary of State and the WV One Stop Business Portal


Most Vendors are required to register with the West Virginia Secretary of State’s Office and file annual reports.  Additionally, the Secretary of State’s Office, in collaboration with other agencies, has developed a WV One Stop Business Portal to allow Vendors to complete the registration process or make changes to an existing account.

In addition to being registered with the Purchasing Division and the West Virginia Secretary of State, Vendors must also be in good standing with the West Virginia State Tax Department and the West Virginia Offices of the Insurance Commissioner.  Compliance with these agencies is verified and linked to a Vendor’s wvOASIS account.  If a Vendor is not in compliance, it should contact the appropriate agency to bring its account into good standing.
